- 乾隆八年, 一场"金殿验鸟"引出匿灾不报、贪绩婪财的惊天巨案, 暴露大清国粮田萎缩、粮仓空匮的危机. 因病归乡的刘统勋奉命出山, 带领谷山、杜霄等新上任的年轻干臣, 冲出重围, 以颅为典, 执行乾隆的开荒增田大策. 苦干两年后, 粮田转危为安, 国家经济逐渐恢复元气, 然而, 以讷善、潘八指为首的贪腐势力, 公然挑战新修的"禁丈"法律, 借开荒之名, 升科收税, 残酷盘剥垦民, 使乾隆的垦殖大业功亏一篑. 此时, 全国十八省中, 逾半遭遇百年未遇天灾, 全国性粮食危机再度爆发, 国本动摇, 引发朝野激烈动荡. 刘、谷众臣又临危受命, 以浙江重灾区为突破口, 坚持以法治田, 与朝野恶势力展开生死较量, 终保住大清国的耕地红线, 粮食安全被确立为国家第一要务. 可新政甫出, 却又面临更尖锐挑战, 因开荒过度而引发的生态灾难随之浮现, 刘、谷众臣再次赴汤蹈火.....
