- "60年代中期的一个夏天,《誓言无声》的故事已经过去三年了。原子弹爆炸成功以后,我国核导弹的研製也已经进入了最后阶段。敌对势力对此极为关注。台湾安全委员会所属的101和102两个特务机关,分别积极进行空中侦察和渗透破坏活动。反间谍总部受命在此期间务必採取有效措施,打击特务活动,确保核导弹研製工作的安全。为此,总部崔志国局长和反间谍专家许子风,共同制定了一个绝密计划,在严防死守的同时,利用台湾101和102两个机关长期存在的矛盾,用假情报从内部瓦解敌人,彻底瘫痪这两个机关的特务活动。作为这个计划的重要部分,我驻香港反间谍人员朱学峰故意露出破绽,落入101香港情报站站长罗三畏的手中;同时,长期在我监控之下的潜伏特务杜仙萍,也被巧妙 "招进" 总部,成为许子风的助手。许子风与杜仙萍的父亲苏洪亮,以及蓝美琴的父母在解放前曾经一起从事我党地下情报工作。利用这种特殊关系,许子风很快获取了杜仙萍的信任,利用杜仙萍将一个假情报传递给了101机关。这个假情报指控102机关的高层罗将军是 "鼹鼠" ,于解放前就已投靠大陆。101早欲接管102主导的空中侦察项目,这个假情报正中其下怀,他们利用这个情报立即逮捕了罗将军,并想借此彻底将102取而代之。102主任黄弘明深知此中玄机,大有唇亡齿寒之感,决定不惜代价证明罗将军的清白。而要达到这个目的,则必须找到由罗将军单线操控、长期潜伏大陆代号 "子21" 的特务。罗将军却因对黄弘明的戒心,以及担心暴露已经接近我核导弹研製单位的 "子21",断然拒绝了。无奈之下黄弘明转而找到罗将军之子罗三畏,让其利用 101的资源寻找 "子21",并派出手下周福林赴香港协助工作..."--Container
